Need Help Improper backing ticket!?

Okay so I was on a private street that has 'No parking at anytime' signs on both sides of the streets. I was backing out of the private driveway and hit a small car on accident that was parked on the opposite side of the street. The car was not supposed to be parked there in the first place. The sign was about 2 feet in front of the parked car that read 'NO PARKING ANYTIME' but the officer gave me a ticket for improper backing. I think this is crap! I didn't see the car when I was backing out because I was not looking for a car because it was a NO parking zone ! IF no cars were there it wouldn't have been improper backing!!! I think I should fight this in court instead of paying the $225.00 I don't have for some stupid head that can't read a sign 2 feet in front of him!
