Do you feel George W. Bush came under as much scrutiny as Obama did while he ran for election?

I'm wondering if we had vetted G.W. like we are Obama would he have been elected President? He was Governor of Texas and now the Texas judicial system is now coming under major scrutiny for all the innocent people who have been jailed and perhaps even murdered on death row. Why would we choose a leader who doesn't listen?
