Unusual Problem?

I am having a sorta annoying problem with my family jules. I noticed a line close to the base of my , a very thin small line across the top of the shaft, that I payed not much heed, to didn't hurt. Anyway, I'm in a monogamous relationship, and have been tested (both of us), and after it didn't even bother me. Well woe is me I went to masturbate the other day, and the line is a little bigger after and the skin is tearing. Unusual and I don't want to go to the doctor for something thats causing little or no problems. It seems to heal if I'm left alone, but if I sprout an for whatever reason it starts getting worse again. Sound familiar anyone?
